Raleigh's story begins in Canada. He was born within the confines of Vault-105, the only fallout shelter in the country that was built by Vault-Tec. Publicly, 105 was supposedly for the good people of Toronto to seek refuge in when the end inevitably came. Privately though, it was actually meant for the resident government officials to seek refuge in thanks to their blind allegiance to the monster that annexed the northern nation. About a month before the beginning of the Great War, a resistance movement caught wind of the private intention and began planting their ranks within the workforce constructing the vault. When the end times ensued, the people were ready. Every politician meant for 105 never made it, either through physical expulsion, assassination, and uprising. The resistance faction shoved as meany as they could into the Vault, and closed it behind them.

Skip about a hundred-and-seventy years later, Raleigh breathed his first breaths of existence. Vault-105, after decades of survival, was now a base of operations for the controlling faction of the city of Ronto and the surrounding area. He lived a structured life with his parents, learning to read, write, and do arithmetic. When he was seven, the overseer of Vault-105 began to train him as a peace keeper and a soldier. It would be this way until his late teens.

Though a story for another day and not one likely to be told, events transpired and forced Raleigh to leave the vault, making his way south. He stuck to the coast, passing through places like the Pitt, Point Lookout, and the Capital Wasteland before deciding to venture west. A total of six years passed until he'd make it to Nevada, where a group of Desert Rangers considered him one of their own, due to his armour. Raleigh was dissolved into the ranks, and worked with the Rangers and the NCR to help better the more unlawful parts of the west.
